Ban on car gatherings in the Black Country?

In a bid to eliminate "cruising" a judge has granted an injunction which
prohibits two or more vehicles gathering in the combined local authority area "known generally as the Black Country" between 15:00 and 07:00 GMT.
This wording seems rather broad and would, if applied, make car "club nights", such as we hold, illegal.

It looks pretty clear what they are trying to deal with.

All of our events are held on private property so not an issue. :)
