Years ago went through this on a car. Had the head skimmed after HGF & reassembled to find it pressurised worse than ever. Eventually clocked the head thickness & then the penny dropped! The nuts on the studs were bottoming out on the thread just as it tightened

Slightly thicker washers fixed it, but it cost 3 head sets & many hours of bu99ering around before we found it. I've known on bolted systems people either stripping threads in the block or cracking the block when the bolts bottom out.
