Modern solid colours are clear coated, hence the very shiny finish & the fact they don't fade AKA Alfa Red on an Alfa 156.
Older non-metallics weren't clear coated.
Could you clear coat it? yes you could but it may look different to the rest of the car, as it will have a different depth.

modern cars probably were paited in 2pac?? would that be shinier than celulose??.. the paint supplies will only give me celulose. I might shine them up without the clearcoat this time and see if there is anydiffernce from the 1st side skirt i did- am doin the other side now u see.

2 Pack generally doesn't shine straight from the gun,but because it is so hard it can be cut & polished well to give a deep shine. Cellulose needs lots of coats to give depth (it is a very thin film) & can then be polished, but the finish is nothing like as hard wearing as 2 Pack.
I'm experimenting with using Rustoleum paint on my Pork. The paint is a single pack job but the finish is very hard & you can polish it just like a two pack.

Bodyshop that did mine used 2 pak on with clear coat over. Not so easy to chip as celulose. Some of the paint is originel but you cant tell. I cut with super fine compound (don't remember the grade.) & waxed it. Everyone thinks its a total respray! You have to get the colour match right though or it will stick out like a sore thumb. Mine isn't Gambia red any more!
