When the headlights are up and on dipped beam, pulling the indicator switch towards you flashes main beam. I have a suspicion that when the headlights are down, the driving lights are supposed to come on instead. Is that right, and if so, is there a relay somewhere to control the switching ('cos it doesn't work on my car :? ) ?

On my 924 the driving lights set in the bumper come on when you pull on the stalk when the headlights are down and when they are up. Also they come on with the high beams

Yes. Do the driving lights come on at all? Do they come on when you select main beam?

On mine when you switch from low to high beam the bumper lights come on as well as the pop ups.

Just popped out for a close look, now that it's nice and dark, and decided that I really need to remove the lights for a good look. It seems that on one of them, only the side light bulb works, while on the other it's only the driving bulb   Trouble is, I know that most of the fixings are broken, which I guess implies a complete replacement bumper :( :(

It's the behaviour when the pain lights are down that I'm most interested in.

Ahh ok, when the lights are down it will only be the side lights. But when you pull back the stalk the will flash bur if you switch to high beam they won't come on unless the pop up lights are up.
