I had this problem on my 1990 S4, the HRW worked but seemed very slow. The switch has more than one setting, and one of the fuses had failed on the fuse board under the passenger footwell.
I replaced the fuse and all was well, I never found the reason for failure. Hopefully it is just that on yours, it sounds like it as if the wires to the tailgate were broken it would not work at all.

It does also have a high/low setting I think, but I forgot how the switch operates. Do you push for low and turn for high? Somebody will varify this hopefully.

Hi :)

From memory....(as don`t use mine anymore as my rear is tinted) you push once for instant heat which runs for 20 minutes (i think) and you twist to the right for permanent demisting at a slightly lower power... you can do BOTH for maximum effect....

All the best Brett :)

Looks like you need to take the rear seats out, which on mine are glued in, to get to any fixings. I'm going to re-dye the leather in mine an some point, I can get the front seats out, but I'm thinking of masking the read windows and throwing a tin of dye over the back to do the seats and consul.
