I think the FPR maintains a relative pressure between the fuel rail and the manifold. Its not always 2.5 Bar its always 2.5 Bar above manifold pressure, when working correctly. This is what allows the injectors to maintain a constant flow rate despite the manifold pressure chaning with throttle/rpm etc. So with the pipe disconnected rather than being 2.5 Bar above manifold pressure its 2.5 Bar above atmospheric pressure.
