 Post subject: running rich?

Can a car running rich cause a hot start issue? Since I changed the check valve it starts but its always an effort. Driving with the hood down today and I got a whiff of exhaust fumes and it smelt rich to me. I know I need to clean the k&n, but its got me thinking - poor air flow coming in, causing it to run rich equals poor hot start? Its also chipped which probably doesn't help with the richness.

Could be the oxygen sensor if it has one
