I've read various reasons for why 2 pumps are fitted but then Porsche also fitted a simple strainer in its place on some models. Removing it is quite easy and might be a good time to clean the tank out (did mine recently and it was full of muck).
You can check if the internal pump is working by disconnecting it when the cars running and listen if the external pump has to work harder. There's also a 2" price of rubber on the internal pump which split easily so any pumped fuel is basically put back in the tank.
Pull it out, clean everything and decided if you just want to fit a mesh filter in its place at £30 ish.
