My drivers side passenger seat gets very wet.

The first two pics show the offending seat, the rest of my car post respray and new leather seats.
I think the water comes in from the cavity at the front of the seat. You can see the two holes which are at the front edge of the seat. That cavity has water in it. My guess is it comes in from the wheel arch somwhere runs into that cavity and out into the seat via a small opening along the seam. None of the upholstory around the seat is wet. Its not coming down from the roof or anything like that. Any ideas what I can do to stop it? Originally the drain plug from the fuel cap was not connected to the drain pipe. I though that might have been it but Ive fixed that and its still doing it
