The screws to remove the glass are either rusted solid or sheared off...so how do I get the entire assembly out so I can work on it off the car.

You need to access the rear of the bumper, you may 'just' be able to reach from under the car. There are some 8 or 10mm nuts holding them on.

Alot easyer 2 remove the bumper. There's very little chance that each bolt will come out,

The whole bumper or just the black undertray?

The whole bumper, u can leave the under tray attached 2 the bumper. Turn wheels full lock u should be able 2 get access 2 the 3 bolts though the flap.

But with the undertray removed u can use extension bars 2 give u much more room 2 turn the racket. My bumper is held on by 2 bolt each side and the front spoiler which replaced my undertray is fixed and bonded 2 my bumper. 2 bolts are working just fine.
