Generally its because the part you are about to buy is NOT NEW...i.e its reconditioned....
Take alternators as an example.... a BRAND NEW one might be £400 ..no surcharge needed....
A "Reconditioned" one might be £200 ...surcharge needed to make sure they get your old one back to then rebuild to sell to the next person...
As a general rule.....if no surcharge you are buying new, if there is a surcharge you are buying reconditioned (secondhand lol)
