Regarding the oily substance under the cap, wipe it off and take the car out for a good drive of around 10 miles. If it still has mayo underneath I'd be checking your oil cooler seals.

I have the no heat problem in my 82 car. must be something simple but need a dry day to get a decent look for the problem.
