Well i sent an email to the headquarters for the cheshire police and i have had a message back from them...........this was the reply.......

Thanks for your e-mail.
You most certainly can report this as criminal damage and I would
urge you to do so.
If you ring, at your convenience, on 0845 4580000 and ask to be put
through to the CCRB the staff there will take the report from you over the
telephone.
You can ring that number anytime of the day or night and the matter
will be dealt with.
