I know there are mixed schools of thought about these tools but I recently bought a Gates tool to double check the tensions of my cam and balance shaft belts

A couple of questions:
1. I know tensions are different for new and used belts but when does a new belt become used??? My engine has run for about 30 minutes, so does that make the belt used?
2. What should the tension be for a 2.7 944 as above?
3. Where should the tension be checked - mid-way? Smooth side? Do I need to remove the belt guides?

Many thanks,

Dave
