 Post subject: Reverse lights - stay on

I am in the process of replacing one of my tail light clusters. I noticed that the reverse light bulbs were missing both sides.
Are these a legal requirement?

anyway, I put the bulbs in and they both light up - all the time.

Where is the switch for these located? Is it easily accesable and near the gearbox?

They're not a legal requirement surprisingly. I would certainly want to get them working just so you don't annoy people wondering what you're upto when you throw it into reverse.
